Ask these questions: What are the skills that the learners need to build? What is the performance gap that needs to be addressed?

Once the basic structure is set up, fill in the details like branches, responses, media components, and others. A sturdy plan of action will help determine the tools and resources required to build the simulation. You can keep the plan agile, but the basic structure should not change.
Learners should be able to empathize and relate to the content of the simulation. They have to connect with the characters and the plot. They need to learn about the obstacles the learners face and the behaviors that need to be improved.
